Operation Smoking Gun

     Fort Lauderdale Police Chief Frank Adderley has had a tough year.

     Today, he had an exceptionally good day.

     Adderley's Department jointly announced today the culmination of a successful year-long undercover operation it conducted with Alcohol, Tobacco, and Firearms, the Drug Enforcement Agency, the US Marshal's Service, and the Broward County Sheriff's Office.

    
The operation, named "Operation Smoking Gun", was aimed at  "crime and violence associated with gang activity".

     Here's just a snapshot of some of the results:

    
......  320 guns seized, including a machine gun and 3 sawed- off shotguns

    ......  2956 Oxycodone pills seized
 
    ......  1616 Percocet

    ......   7762 Ectasy pills

    ......   stolen personal I.D.'s of 300 theft victims

    ......   1.5 kilos of crack cocaine

    ......    100 violent gang criminals arrested

    
Adderley celebrated the good news tonight by going out on Patrol. Adderley is known to patrol the city after dark, (usually on Fridays) after a full week of Police administration and mind-numbing city politics.
 
     He says he has fond memories of his work "on the streets as a Patrolman and Raider " ( the Police street crimes unit), and enjoys these night patrols.

     Tonight, I rode with Adderley and clicked a few pictures of him checking out the streets.

Hey call me a cynic I admit it, but quite frankly the public is tired of reading about once or twice a year "high profile" take downs and still doing a 360 scan in the publix parking lots...for as much as we pay to LE in salaries, benefits etc...I am skeptical about the numbers given...South Florida is the number one hub for State, Federal and "local" police agencies, DEA, FDLE and ATF in conjunction with locals, one must give pause for thought as to why we have so much violent crime and just so you know, your little ride along is a temporary feel-good until we read the papers the next day..

    Gary Kerpan, 60, is part of a group giving Fort Lauderdale politicians one of their toughest challenges yet. He's homeless.

    I caught up with him recently in Stranahan Park, right outside the Broward County Main Library in downtown Fort Lauderdale. The presence of so many homeless people in that park, specifically, pushed this issue into City Hall. Downtown business owners and civic boosters want the city to ban feeding of homeless people in this and all other city parks, so city officials are working on finding a place where feeding the homeless would be allowed, so that this measure would pass legal muster.

    Kerpan is listed here on this Illinois sex offender website as a sexual offender and "child murderer.'' Click here to see it, with photograph. He's also listed here as a registered sex offender in Florida.

    Gary Douglas Kerpan murdered 12 year-old Lisa Slusher, of Waukegan, Illinois, a few days before her 13th birthday in August of 1977. She was buried on her 13th birthday. Kerpan snatched her when she was on her bike seasrching in a remote area for sticks or leaves for a school project. Her body was found in a wooded area near Antioch, Illinois, 25 miles from home. She had been raped and murdered. The coroner said she had been hit with a blunt object, like a pipe. Kerpan served 15 years for his crime, because he turned himself in to the FBI 13 years after he committed the crime. That's why he got such a lite sentence, and also because he was a VN vet. His original sentence was 30 years. She is buried at Ascension Cemetery in Libertyville, Illinois.

    Knock off the ride alongs Tim, and have Adderley get off his backside, pick this guy up and ship him back. The guy is in violation...Offenders who move into Florida from other states are suppose to have a "plan" Tim..that means they have to register, have a roof, an address and a job..Adderley should have shipped this guy out long before any reporter got to him..whats it gonna take Tim? If the Chief of Police can show up at an accident scene for his buddy, how much of a stretch is it to get the above freak off our streets? The Mayor should be screaming for action on this also..but dont tell me..all you guys just want to close your eyes and hope it goes away right?

It sounds to me as if, Adderley is waiting for the guy to commit a crime so he has "cause" to grab him. Well here is "cause". The powers that be screwed up in the first place. Take it back to the Judge in Illinois all the way up to Kerpan sitting and loitering and "LIVING" in the Park that day of the "accidental interview"..but Adderley doesnt grasp the fact that this guy has been in violation since he entered Florida...Addeley is a simpleton, its obvious by his past incidents of notoriety, his failure to know Kerpan was in his airspace in the first place and now his playing catch up "looking for the guy". If Kerpan isnt in custody by todays end (Friday) by one jurisdiction or another, I dont quite give a damn which one, then what does it say about all those expensive, high dollar Law Enforcement agencies we are paying for? Its not like the guy has resources to go underground, its not like he is mentally capable of circumventing the system, its not like he has family and or friends to keep him hidden? He is homeless and out there. If we go thru the week-end and this guy isnt in custody by SOMEBODY, then we should ask ourselves, exactly what and WHO are we paying for? Kerpan is a convicted child killer and sex offender..its woefully inadequate that we only "accidentally ran across him" in fact it should be a damn embarrassment to us all..

I think Adderley handled the matter properly. Once he found out about the problem, he addressed it. It sounds like you want Adderley to violate peoples constitutional rights. If the Validator isn't happy with the way Fort Lauderdale is being run, well then I suggest you move. Or if you feel you can do a better job running the city, why don't you run for office instead of being a monday morning qb.

Adderley would still be oblivious to the child killers in his airspace..in fact BOB, the more I think about it, a simple "thank you" would have been nice..

Your posts have such anger and bitterness. Again, I think it is great that you brought Mr.Kerpan to the publics attention, but you need to stop with ther personal attacks on the chief. Maybe then he will return your calls and emails.

How many FDLE officers are cruising Ft. Lauderdale neighborhoods? Lets say 10 are listed as transient? Which for the life of me is ludicrous, but I digress, so where does our first line of defense (FLPD) look Bob? Keeping in mind you only have that first three hours of a window to find that child alive. What your telling the Parents of this community is "YOU DONT KNOW WHERE THE HELL TO LOOK, because you didnt know a guy like Kerpan was under your nose, living in a Park. Is that what your telling me BOB? This city spends plenty on a Sex crimes Unit for Ft. Lauderdale and what your really saying is this SEX CRIMES unit is driving blind when it comes to missing children. No matter how you want to spin this or who you want to lay the responsibility on, if my kid ended up missing, hurt or dead and I found out your department didnt even know a guy like Kerpan was under their noses, I have to tell ya Bob, I am not quite sure what I would do about that, and I would venture every other parent out there would feel the same.

      As far as the homeless people in Fort Lauderdale. What do you expect our Officers to do? You can't just arrest and violate peoples rights just because they are homeless. FLPD was forced to close down their jail. FLPD is doing their job. Is it their fault that judges and BSO release individuals who get arrested? I suggest you do something more then just blog. Perhaps you can become our next city commissioner or chief. I can honestly say I do more then just blog. I think you know what I do for a living. By the way, you never did mention the names of those other chiefs who do a better job then Adderley.

But dont tell me, I am sure you have a valid reason that these people cant do the jobs they are paid for right? Vigilante is not a dirty word to me, and no I dont think fighting crime is easy, but it definitely shouldnt be this blind. Oh, Mike Chitwood is a Chief that makes Frank Adderley look very small.
